Singapore is taking a major step towards digitalising tax compliance with the introduction of the GST InvoiceNow Requirement. Announced by the Inland Revenue Authority of Singapore (IRAS), this initiative will progressively require GST-registered businesses to transmit invoice data via the InvoiceNow Ready solution.

This marks a shift towards a more automated, near-real-time GST reporting environment, aligning Singapore with global e-invoicing trends.

Overview

InvoiceNow is Singapore’s nationwide e-invoicing network based on the Peppol framework. It allows businesses to send, receive, and process invoices in a structured digital format. Under the GST InvoiceNow Requirement, businesses must submit invoice data relating to both sales and purchases directly to IRAS via InvoiceNow.

Implementation Timeline

By 1 April 2031, all GST-registered businesses will be required to comply.

Business excluded from GST InvoiceNow
Certain businesses are exempt from the requirement, including:

  • Overseas entities (e.g., under the Overseas Vendor Registration regime)
  • Businesses registered for GST solely due to the reverse charge regime.

Invoice Data

The data required covers a wide range of invoice-related documents. These include tax invoices, simplified tax invoices, debit notes, and credit notes.

Businesses are required to submit invoice data even when no formal invoice is issued. For example, when related entities make supplies to each other but opt to settle by offsetting their accounts receivable/ payable instead of issuing invoices and making payments.
